Tuition Classification
For the PVM Program
Tuition and Fees: Admission to the professional veterinary medical program at Colorado State is open to all students. Applicants may be categorized as sponsored or non-sponsored based on the information provided on the supplemental application.
Sponsored Students: Students who are supported by the state of Colorado or one of the WICHE states, pay sponsored tuition and student fees.
- COLORADO SPONSORED: Applicants who are domiciled (not the same as "residency") in Colorado for 12 months on or prior to the first day of class in the veterinary program are eligible to be included in the Colorado sponsored pool, and if qualified, will have their obligation to pay a support fee funded by the State of Colorado.
- WICHE: Applicants who are certified residents of the following cooperating Western Interstate Commission for Higher Education states: Alaska*, Arizona, Hawaii, Montana, Nevada, New Mexico, North Dakota, Utah, and Wyoming, maybe eligible to be included in the WICHE pool for their state.
In order to be eligible for financial support you must contact the state certifying officer each year for residency certification. In most states, the deadline for receiving completed applications for residency certification is October 15 of the year preceding admission. The number of positions supported by each WICHE state is limited. Residency certification by a WICHE state is not a guarantee of admission to the professional veterinary medicine program. *Note: No funding has been appropriated for Alaska since 1994. Please contact the Alaska certifying officer if you have questions. Alaskan applicants will be placed in non-sponsored category.
To be considered a Colorado Sponsored student you must be domiciled in Colorado for 12 continuous months on or prior to the first day of classes in the veterinary medical program. "Domicile" is the term used to describe the place where a person has chosen to make a fixed and permanent home.
Domicile is made up of two components: physical presence and evidence of intent. Both physical presence and evidence of intent must be in place at least 12 continuous months on or prior to the first day of class (domicile year).

Physical presence is the place where a person has established a permanent legal residence. Proof of physical presence can be lease agreements, rent receipts, home ownership or a notarized statement from a landlord. Note: Because a domicile is defined as a true, fixed and permanent home, individuals who are physically present in Colorado on only a temporary basis or for school purposes cannot establish a domicile merely by being in the state and attending school.
Evidence of intent of Colorado domicile is demonstrated by the absence of ties to one’s former state of residence. Actions used to indicate intent must be made at the beginning of the 12 month domicile period and maintained throughout the domicile year.
Several factors which are specified by law that will be considered as evidence of intent: Colorado driver's license or valid Colorado ID; Colorado motor vehicle registration; permanent, full-time, off-campus employment in Colorado; Colorado voter registration; change in permanent address on all pertinent records; payment of Colorado state income taxes as a resident; withholding of Colorado State taxes from wages; ownership of residential real property in Colorado.
Several factors specified by law that are considered evidence of domicile outside of Colorado: Failure to pay Colorado state income tax (if your income is sufficient to required to do so);filing a non-resident Colorado tax return; failure to comply with any law imposing a mandatory duty upon a domiciliary or resident of this state; maintenance of a home in another state; prolonged absence from Colorado; vehicle registration in another state; return to one's former residence for a substantial portion of the time during periods when not enrolled as a student or between academic sessions.
NON-SPONSORED: Applicants who are not supported by the State of Colorado or one of the WICHE states and those students who are residents of other states or countries are candidates of the non-sponsored pool.
Pursuant to State Statute C.R.S. 23-31-135, non-sponsored students pay tuition, fees, and the support fee for each year in which they are enrolled. Non-sponsored students will remain non-sponsored for the four years of the PVM program.
Note: Applicants may choose to be considered in the non-sponsored category if denied in the sponsorship categories of Colorado or WICHE. Applicants should indicate this request on the supplemental application by checking the appropriate box.
